The recent UGC guidelines for direct admission of undergraduates to PhD programmes, introduced in 2022, represent a significant step forward in this direction. These guidelines align with the flexibility provided by the National Education Policy (NEP) 2020, encouraging bold experiments that are poised to accelerate India’s journey in STEM fields.

The New Landscape of PhD Admissions

The UGC’s new approach allows undergraduates to pursue PhDs in any field of their choice, regardless of their undergraduate degree. This policy shift is a bold move that aims to attract a diverse pool of talented and motivated students into doctoral programmes. By enabling direct admission to PhDs, universities can encourage students to pivot towards research based on their passion and curiosity.

Historically, the route to a PhD has often required completing a master’s degree first. However, the success of students admitted directly into PhD programmes by leading American universities and some autonomous Indian institutions demonstrates that undergraduates can excel in research. The changing landscape of education, with the proliferation of online courses and advanced resources, means that students can now gain a higher level of preparation even before completing a master’s degree. The NEP’s recommendation to include credits for self-study and independent research at the undergraduate level further supports this shift.

A key driver behind the policy shift is the “return on investment” of time. The traditional path to a PhD, which includes both a master’s degree and a doctoral programme, can be a lengthy commitment. Data indicates that among the 77.25 lakh students who complete undergraduate programmes in India, only 17.66 lakh continue to postgraduate studies, and only 32,600 complete their PhDs, according to the All India Survey of Higher Education (AISHE) 2021-2022 report. The prospect of investing an additional seven years may deter many students. Direct admission to PhD programmes can reduce this time commitment by two years, resulting in a nearly 30% savings in time—an appealing factor for many.
