Delhi University Committee Clears Colleges of Financial Irregularities

A Delhi University (DU) committee investigating alleged financial irregularities in 12 government-funded colleges has ruled out any misappropriation of funds, confirming that the colleges can continue their affiliation with the university. The committee’s report was presented at the 1270th Executive Council (EC) meeting, the highest decision-making body of DU.

Key Findings and Decisions:

  • No Misappropriation Found: The committee concluded that there were no unauthorized fund appropriations or irregular payments for cleanliness and security in the colleges.
  • Affiliation Maintained: The 12 colleges are integral to DU, and their recognition cannot be canceled, ensuring their continued affiliation.
  • Withdrawal of Minister’s Letter: The committee recommended withdrawing the letter from Delhi Education Minister Atishi, which suggested de-affiliation due to alleged irregularities.

The probe was initiated after Minister Atishi flagged potential financial misconduct involving substantial public funds in these colleges. However, the committee’s report, supported by the EC, found no evidence of such irregularities, thus nullifying the minister’s concerns.

EC Meeting Approvals:

  • Funding from HEFA:
    • Rs 373 crore for an academic building at Surajmal Vihar
    • Rs 140 crore for a college/academic building at Roshanpura Najafgarh
    • Rs 107.18 crore for an academic building in Dwarka
  • New Courses:
    • M.Tech. in Computer Science with 30 seats
    • BA (Hons) in Russian language starting the academic session 2024-25
  • Promotion Norms Under NEP UGCF-2022:
    • Students need at least 28 credits from both semesters for promotion.
    • Exemptions for students involved in sports and extracurricular activities, subject to approval.

Other Proposals and Objections:

  • Dropped Proposals:
    • Naming/renaming DU properties through donor contributions.
  • Dissent Note:
    • Concerns over substandard study materials at the School of Open Learning.
    • Objections to charging retired employees for health services.

Admission Updates:

  • Postgraduate Courses, B.Tech, BA LLB, BBA LLB:
    • PG admissions: 11,000 out of 13,000 seats filled (90%)
    • Five-year law programmes: 95 out of 120 seats filled
    • B.Tech admissions: 200 candidates admitted, with the fourth list to be released soon.

DU Vice Chancellor Yogesh Singh provided these updates, indicating a high fill rate for seats in various programs.

The committee’s report, alongside these decisions, will be forwarded to the Union education ministry and the Delhi government for further action and confirmation.
