The University Grants Commission (UGC) is calling for applications from eligible Higher Educational Institutions (HEIs) seeking recognition to offer programs under Open and Distance Learning (ODL) and Online modes for the academic year 2024-25, starting from February 2025. Applications must comply with UGC’s Regulations regarding ODL and Online Programs, as outlined in the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020, and its amendments.
Application Process
The online application portal is open from October 15 to October 31, 2024. HEIs interested in applying can submit their applications through the UGC’s Distance Education Bureau (DEB) website at deb.ugc.ac.in.
Along with the online submission, institutions must send a duly certified hard copy of the application, including the original affidavit and annexures, to the Joint Secretary, Distance Education Bureau, UGC, at the following address:

Important Considerations
It’s important to note that the submission of an application does not guarantee approval. All applications will undergo a rigorous scrutiny process to ensure compliance with the established UGC standards.
The application submission window will remain open throughout the year for:
- HEIs authorized to offer Online Programs as per Regulation 3(B)(a).
- Category-I HEIs, which have been notified by UGC for offering programs under ODL mode.
- Recognized HEIs seeking to add more programs under ODL and/or Online modes.
Additionally, deemed universities must obtain prior approval from the AICTE for programs related to ODL and Online modes before submitting their applications to the UGC DEB.
